I suggest that Webex apps with versions up to 2 years old are still executable even without support from Cisco. Why? I work at IBGE, a Brazilian company, which uses a mobile data collection device in statistical research and this equipment has limited hardware and accepts a slightly older version of Webex. 2 years would be a reasonable amount of time for the company to renew its data collection devices.
