When using enhanced location tracking feature. Webex application that registering on UCM will send a refer message, that will contain the BSS ID of the access point it connects to.

- If the device doesn't have an access to location details, like when the user declines location permissions for Webex app, or location toggle was already disabled on the device; then no location information will be sent to the CUCM and it won't be aware of the location.

- End-user doesn't get any alert that the Webex app is not sending the crucial location info to UCM.

- User are able to perform emergency calls even when the location is set to off on devices. But if we are using CER (Cisco Emergency responder), it requires the location information, which are not available.
